Deputy Project Manager

The Deputy Project Manager (DPM) will be responsible for working closely with the Senior Project Manager (SPM) to assist with the management of the project team throughout a COTS implementation in accordance with the customer’s SDLC. Under the SPM’s direction, the DPM will ensure that the project is successfully delivered per scope, schedule, and budget. The DPM may interface with the COR and agency stakeholders to ensure project is meeting and exceeding customer expectations.

Minimum Qualifications:
  • PMP certification 
  • Bachelor’s Degree and 10+ years of applicable experience or equivalent
  • Demonstrated experience managing a full lifecycle (SDLC) Information technology project in the Federal Government- cradle to grave
  • 5 years of COTS implementation experience
  • Demonstrated experience managing a Firm Fixed Price and/or T&M contract and the change control process
  • Demonstrated experience managing staff, to include subcontractor management
  • Demonstrated experience of superior stakeholder management and collaboration
  • Demonstrated experience tracking, managing, and mitigating project risks
  • Excellent written and oral communication skills, including experience in presenting material to senior Government officials
  • Innovative and forward-thinking
  • Exceptional attention to detail and willingness to support the development of documentation and peer reviews
  • Excellent records and information management and organizational skills
  • Experience providing consultative input and guidance to the customer
  • Proficiency with Microsoft Project, including, but not limited to, creating and maintaining a resource loaded schedule and project budgets
  • Solid technical understanding of enterprise-wide web based applications 
  • Manage and coordinate technical staff by assigning, scheduling, prioritizing, coordinating and facilitating project products and deliverables covering multiple tasks simultaneously.
  • Keep the SPM up to date on all team activities, as well as any issues that may arise.  
  • The DPM will travel to the client site on an as needed basis upon direction from the SPM.
  • Review all project documents, products and deliverables for quality assurance.
  • Produce project documents, products and deliverables, as needed and upon direction from the SPM 
  • Compile and write the following contractual deliverables/reports (ensuring QA reviews are completed and upon approval of SPM submit via email the final report to the COR):
    • Weekly Status Report – due COB each Monday (if Monday falls on a holiday, it is due the Friday before)
    • Monthly Status Report – due COB on the fifth (5th) business day of each month
    • Quarterly Status Report – due COB on the fifth (5th) business day each quarter
  • Assist in budget and forecasting activities while meeting or exceeding the current contract profit margins.  
  • Update monthly Program Management Review (PMR) presentation for internal review with senior management.
  • Evaluate, develop and implement procedures regarding project documentation, products and development.
  • Work with the SPM to update the project schedule weekly and assign the appropriate resources to complete each task.
  • Identify and address risks and issues by regularly updating the risk register; communicate risk and mitigation plans to the SPM and necessary team members.
  • Create, update and deliver SDLC documentation, as required, under the direction of the SPM.
  • Attend and/or brief at the SDLC gate reviews.
  • Collect quality metrics and recommend and implement corrective actions/process improvements.
  • Act on behalf of the SPM when he/she is unable to attend internal/external meetings or when they are on leave.
  • Support business development efforts to include, but not limited to, proposals activities as required.
