We have an exciting opportunity for an Oracle Database Administrator to support a large government contract in Rockville, Maryland.

Description -
 •Plans database definitions, structures, manages documentations, operational guidelines and protection elements, and establishes security and integrity controls as well as database policies, procedures and standards against long-term requirements. Plans, prioritizes and manages highly complex projects, service requests, and routine assignments.
•Coordinates work assignments, and provide technical oversight and information to Database System Administrators, monitoring the quality of their work and their assigned schedules. Provides advanced technical skill and expertise in the management of enterprise database systems.
•Support 24x7 applications that demand extraordinary performance and close to zero downtime.  Be exceptionally qualified in the areas of high-availability, database design, performance tuning, database security, SQL optimization, troubleshooting, capacity planning and database configuration management.
•Possess outstanding communications and interpersonal skills to effectively work with all members of an organization – from technical personnel to the executive leadership.
•Expert ability to administer large scale content management systems that combine data from a variety of sources and formats.
 
Essential Job Functions –
•Manages and provides technical expertise and leadership across the database system administration team and oversee all aspects of an Oracle based database environment.
•Responsible for the complex implementation, configuration, operations and support of the 80+ Oracle prod and non-prod database environment.
•Plans, executes and manages DR/COOP exercises
•Administers the availability and scalability of the database server environments to ensure that no unplanned disruptions or data losses occur. Design, implement and support highly available databases using a variety of technologies including Oracle RAC, DataGuard, RMAN, ASM, GoldenGate, and OEM.
•Responsible for the installation and maintenance of assigned database software and patches; testing and upgrading software releases; building databases; maintenance of system level tables; monitoring database instances and servers daily on either Linux or Windows based platforms; and providing database backup and recovery administration.
•Provides mentoring, training and technical guidance to the DBA team members.
•Participates with the Systems Architects and Operations Director to plan and coordinate the future state of the database environments. This includes database/system engineering, ETL design, hardware selection, resource scheduling, capacity planning and providing in-person status briefings to senior Dovel and government management.
•Ensure all databases are in compliance with HHS and NIST database security requirements.
•Query optimization and troubleshooting of database related issues. Work closely with Development Staff to help them produce high quality database designs and optimized SQL code.
•Perform Disaster Recovery planning, testing and documentation.  This includes local disasters as well as complete disasters that require a failover to our AWS Cloud Disaster Recovery site.
•Ensure CMMI Level 3 compliance for all database operating procedures and documentation (SOP’s).
 
Responsibilities –
•Demonstrates mastery of database systems administration and monitoring of critical enterprise management systems. Is seen as the technical go-to expert on database systems administration.
•Analyzes database configurations, evaluating changes and additions for proposed system acquisitions and provides critical input to the decision making process relative to integration, operations, cost, resource requirements, and maintenance.
•Works to improve integration and operation of systems relative to the overall environment.  Responsible for originating and maintaining required Plans and SOP’s.
•Develops Disaster Recovery test scenarios and manages back-up and recovery plans and test exercises.
 
Minimum Qualifications –
•10 years of experience in complex systems environment with a wide variety of information management systems.
•10 years of experience in Oracle database management.
•Bachelor’s degree in computer science, information sciences or related field required or an equivalent combination of experience, education and training.
•Experience in overseeing staff members in a multi-entity integrated delivery system.
•Demonstrated ability to work with the database team in the recommendation and implementation phases of database architectures including hardware, software, and the ‘as is’ and ‘to be’ architectures.
•Advanced level experience with the most recent versions of Oracle 12c. Microsoft SQL is a plus..
•Experience supporting high availability architecture including clustering, data replication and database mirroring.
•Non US Citizens must have lived in the United States for the last 36 consecutive months to meet the residency requirement for the clearance.
 
Preferred Qualifications –
•Oracle Certified Professional (11g, 12c).
•Experience with AWS Redshift, RDS and Aurora is preferred.
