Dovel currently has an opening for a Business Analyst- STARLIMS to support a large government contract in Rockville, MD!
 
Position Responsibilities:
**Must have experience with LIMS (preferred STARLIMS) Product*
  • Extensive experience in supporting business process, requirements management and verification, solving highly complex major technical issues and providing recommendation and technical direction. Manage stakeholder communication and expectation across multiple management chains.
  • Act as a team liaison between project management, solution architects and development teams, and shepherd projects through the design, build, and test phases.
  • Act as a liaison among stakeholders to elicit, analyze, communicate and validate requirements for changes to business processes, policies and information systems. The business analyst understands business problems and opportunities in the context of the requirements, and recommends solutions that enable the organization to achieve its goals
  • Translate business requirements and business intelligence reporting requirements into functional/technical specification or source system analysis documents.
  • Provide input from high-level to detailed estimates for intake, projects, and change requests in areas of responsibility.
  • Create technical impact assessments utilizing input and direction from architects, development and supporting documentation such as functional specifications and use cases.
  • Perform proactive data profiling to ensure source system data requirements in the project deliverables.
  • Provide analysis support to development and test teams for assigned projects.  This can include responding to ad hoc analysis requests and collaborating with test resources to validate test cases, defect triage and resolution.
  • Generally demonstrate knowledge of application systems in area of responsibility to identify, evaluate and define impacts of changes.  Provide alternatives both to the application changing and all upstream and downstream systems, or identify if a change is a manual process taking into account the entire picture as well as the details.
  • Work effectively with teammates and raise issues to management with appropriate frequency and urgency.
  • Take initiative to determine the need and to design and deliver training to department and business.
  • Initiates and executes initiatives to improve the processes, procedures, and tools utilized by the team.
  • Reviews deliverables and provides input for other analysts.
  • Creates and delivers articulate and effective oral presentations to a variety of audiences, large or small, internal or external.
  • Researches production issues and supports the Application Support group as needed.
  • Regularly conveys status to stakeholders and management.
  • Coordinates with production support on system enhancements and provide ongoing operating support. 
Responsibilities:
  • Performs analysis of specialized and/or technical data, producing solutions and documentation.
  • Duties may include analysis of complex problems, definition of functional requirements, resource allocation, operations research, modeling and process analysis and design.
  • Provides management support, supervision, research and technical support to projects and programs. Develops and monitors project tasks.
  • Manages work of task or project teams. 
Minimum Qualifications:
**Must have experience with LIMS (preferred STARLIMS) Product*
  • BA/BS in Computer Science, Engineering, Mathematics, or Information Systems or an equivalent combination of education and training that provides the required knowledge, skills and abilities.
  • Must have 9+ years of experience, including systems analysis of medium to large scale projects.
  • Strong analytical and problem solving skills.
  • Experience writing Functional Specifications Documents (FSD).
  • Working knowledge of Scripts (e.g. Perl, VB)
  • Able to handle multiple concurrent activities and projects.
  • Microsoft Office Tools including Word, Excel, Project, PowerPoint, and Visio.
  • Full understanding of business process notations and modeling languages including: BPMN and UML,
  • Full understanding of business process techniques including: Data Flow Diagrams, Process Models, ER diagrams, Dimensional Data Models, Context Models, Event Modeling, State Modeling, Sequence Diagramming, Functional decomposition, Decision Analysis and Interface Analysis.
  • Understanding of the system development life cycle and can train others on SDLC concepts.
  • Able to effectively manage time, prioritize work, multi-task across many assignments and delegate to others as well as monitor their work for completion.
  • Ability to assess the impact of new requirements on an existing suite of complex applications.
  • Technical writing skills producing clear and unambiguous deliverables.
  • Experience in logical and physical database design and implementation.
Required:
  •  **Must have experience with LIMS (preferred STARLIMS) Product*
  • Must be eligible for an FDA public trust clearance.
This is a full-time employee (FTE) position.  We cannot consider 1099 or contractors at this time.
